Herbert's Secret Message in the Newspaper! Where is it?

It's towards the back of the newspaper. At the Extras section of the newspaper, click on the envelope at the top of the page. If that doesn't work, then you probably clicked the wrong one. Try clicking the other one. The message says:

"Dear Penguin Silly Agency, Look Sharp Agent, I'll See You On May 18th. "

Yay! Looks like Mission 11 comes out on May 18th!
